청년월세 특별지원을 신청할 수 있다

월 소득이 117만 원 이하인 19∼34세 청년이 복지로에 신청하면 1년간 매달 ‘청년월세 특별지원’으로 월세 20만원까지 지원받을 수 있다.
<부모와 따로 사는 무주택자 청년이 신청할 수 있다>
국토교통부는 ‘주거분야 민생안정대책’의 후속조치로 청년에게 월 최대 20만 원씩 12개월분의 월세를 지원하겠다고 발표했다. 어려운 경제여건 속에서 학업이나 취업준비 같이 삶을 살아가는데 보탬이 될 수 있도록 소득이 낮은 무주택 청년을 대상으로 시행한다. 여러 가지 사회적 환경으로 힘든 청년이 많은데 이번 사업으로 청년의 삶의 무게가 조금이라도 덜어 지길 기대한다.
‘청년월세 특별지원’의 대상은 부모와 떨어져 별도로 거주하는 만 19∼34세 무주택 청년이다. 기혼자·미혼자 모두 대상이다. 2022년에 신청할 수 있는 청년은 1987년~2003년생이고, 2023년에는 1988년~2004년생이 신청할 수 있다.
<월세 60만원 이하 주택 거주자만 받을 수 있다>
청년월세 특별지원은 보증금 5천만원 이하, 월세 60만원 이하인 주택에 거주하는 경우에만 받을 수 있다. 다만 월세가 60만원을 초과하더라도 보증금의 월세 환산액(환산율 2.5%)과 월세액의 합계액이 70만원 이하인 경우라면 지원 대상에 포함된다. 즉, 청년이 (월세보증금X2.5%/12개월)+월세=70만원 이하일 때 신청하면 지원받을 수 있다.
따라서 부모와 함께 거주하는 청년, 부모와 따로 사는 무주택자 청년이라도 보증금이 5천만원을 초과하거나, 월세 60만원(보증금의 월세 환산율을 고려하여 70만원) 초과 주택에 거주하면 월세 특별지원을 받을 수 없다.
<청년가구와 원가족이 소득과 재산요건을 충족시켜야 한다>
소득이 낮은 청년을 위한 정책이기에 소득과 재산요건을 모두 충족시켜야 한다. 청년 가구는 청년 본인과 배우자, 자녀를 지칭한다. 또한 청년과 배우자의 부모 및 형제자매가 같이 거주한다면 모두 청년 가구에 속한다. 원가구란 청년 가구와 부모만을 포함한다.
청년월세 특별지원의 신청 대상은 월 소득(상시 근로소득)이 117만원 이하인 청년이다. 청년이 속한 가구는 중위소득 60% 이하, 재산가액 1억700만원 이하 조건을 갖춰야 한다. 2022년 기준으로 중위소득 60%는 1인 가구의 경우 1,166,887원, 2인 가구는 1,956,051원, 3인 가구는 2,516,821원이다.
부모 등 원가족은 중위소득 100% 이하, 재산가액 3억8천만원 이하여야 한다. 중위소득 100%는 2인 가구 3,260,085원, 4인 가구 5,121,080원이다. 다만, 국토교통부는 기초생활보장제도의 독립가구 인정 범위를 준용해 30세 이상이거나 혼인 등으로 부모와 생계를 달리하는 청년의 경우는 청년 본인 가구의 소득·재산만 확인한다.
<월 소득에는 아르바이트 소득이 포함되지 않는다>
청년월세 특별지원을 신청하려면 청년 가구의 월 소득이 117만원 이하여야 하는데 지나치게 낮아 비판받고 있다. 2022년 최저임금이 월 1,914,440원이고, 2023년 최저임금이 월 2,010,580원인데, 그것의 61.1%(2022년)~58.2%(2023년)만 초과되면 월세를 지원받을 수 없다는 것은 가혹하다.
다만 아르바이트로 발생하는 한시적인 소득은 소득요건 기준인 중위소득에 포함되지 않는다. 따라서 아르바이트 소득이 상당해도 ‘상시 근로소득’이 적은 사람은 일단 신청하기 바란다.
<월세 지원은 월 20만원까지이다>
자격요건을 갖춘 청년 가구는 실제 납부하는 임대료 범위 내에서 월 최대 20만원씩 최장 12개월 동안 지원받을 수 있다. 만약, 주거급여 수급자가 실제 지급받는 주거급여액 중 월세 지원액이 20만원보다 적으면 20만원 한도 내에서 그 차액을 지급한다.
방학 등의 기간에 본가로 거주지를 이전하는 등 수급 기간이 연속되지 않더라도 사업 기간 내(2022.11∼2024.12)라면 총 12개월 동안 지원받을 수 있다.
다만 입대나 90일 넘게 외국에 체류한 경우, 부모와 합가, 다른 주소지로 전출한 뒤 변경신청을 하지 않은 경우 등은 지급이 중지된다.
아울러 주택 소유자 및 전세 거주자, 지자체의 기존 월세 지원사업, 행복주택 입주 등을 통해 주거비 경감 혜택을 이미 받은 경우 등은 지원대상에서 제외된다. 이는 더 많은 청년에게 혜택을 주려는 조치다.
<신청은 복지로 누리집에서 할 수 있다>
월세 지원 신청은 2022년 8월 22일부터 1년 동안 수시로 할 수 있다. 월세지원은 신청한 달부터 받을 수 있기에 빨리하는 것이 유리하다. 신청을 원하는 청년은 복지로 누리집에서 자가 진단을 통해 지원 대상인지 확인하고 누리집이나 앱에서 신청할 수 있다. 온라인 신청은 2022년 8월 27일부터 9월 5일까지는 시스템 점검으로 인해 일시적으로 신청이 불가능하고, 9월 6일 이후에 신청할 수 있다.
오프라인 신청은 거주지 관할 행정복지센터에서 할 수 있다. 방문신청 시 본인이 신청하는 것이 원칙이나 불가피한 경우는 법정대리인, 주민등록상 동일 세대원, 동일 세대원이 아닌 직계 존･비속도 신청이 가능하다. 대리인 신청 시 위임장 및 대리인 신분증을 지참해야 한다. 신청일 기준으로 전입신고가 완료된 상태이어야 한다.
청년월세 신청서류는 월세 지원 신청(변경)서, 소득･재산 신고서, 임대차 계약 및 월세이체 증빙서류, 서약서, 통장사본, 청년 및 부모의 가족관계 증명서이다. 하숙집, 기숙사, 사택 등에서 사는 경우에 추가로 입실확인서(월세이체 증빙으로 대체) 등이 필요하다.
정부는 신청자에 대한 소득·재산 등의 심사를 거쳐 11월부터 지원금을 지급할 계획이다. 8월에 신청하면 11월에 4개월 치(8∼11월분)를 소급해 받을 수 있다. 문의는 거주지 관할 지방자치단체나 한국토지주택공사 전화상담실(1600-0777)로 하면 된다.
<정부 지원을 받지 못하면, 지자체 사업을 확인한다>
국토교통부의 ‘청년월세 특별지원’ 사업은 중위소득 60% 이하의 저소득 청년에게만 해당된다. 부모를 포함하는 원가구의 소득 요건(중위소득 100% 이하)까지 통과해야 받을 수 있어 지원 기준이 까다롭다.
소득과 재산 요건 때문에 청년월세 지원을 신청할 수 없다면, 자신이 살고 있는 지방자치단체의 청년 주거비 지원 사업을 살펴보기 바란다. 대체로 소득 요건이 중위소득 150% 이하로 지원 범위가 넓다. 예컨대, 서울시는 만 19세~39세 청년이 중위소득 150% 이하일 때 신청하면 2만 명에게 월 20만원씩 12개월간 지원한다. 전남은 중위소득 150% 이하인 만 18세~39세 청년이 신청하면 500명에게 월 10만원씩 12개월 동안 지원한다. 강진군은 전남도 사업과는 별개로 군비로 지원하는 청년월세 지원사업이 있다. 대상은 다른 시･군에서 1년 이상 거주했다가 강진군으로 전입신고 후 3개월 이상 거주하는 19세~39세 청년에게 월 10만원을 지원한다.
전국 지자체는 자체적으로 청년월세 지원사업을 수행하고 있는데 국토교통부의 청년월세 특별지원 사업이 올해 시작되며 통폐합한 곳도 있지만 아직 별개로 신청자를 받는 곳도 있다. 다만 지자체 예산으로 주도하는 청년월세 지원 사업은 대부분 연초에 신청이 끝나 다음해 공고를 기다려야 한다. 부모와 따로 사는 무주택 청년은 ‘청년월세 특별지원’을 빨리 신청하는 것이 이익이다.
