복권기금 꿈사다리 장학금을 확대한다

정부는 올해 ‘복권기금 꿈사다리 장학금’의 선발인원을 3000명으로 확대하고 초등학교 5학년부터 신청할 수 있도록 바꾸었다.

 

<꿈사다리 장학금 선발인원이 3천 명으로 확대된다>

꿈사다리 장학금은 복권기금을 활용해 잠재력 있는 저소득층 학생을 선발해 대학까지 연계 지원하는 국가 장학사업이다. 뛰어난 잠재력을 가졌음에도 불구하고, 어려운 가정 형편 때문에 재능을 마음껏 펼치지 못하는 학생들이 많다. 이에 사회·경제적 취약계층 학생들이 공정한 출발선에서 꿈을 향해 나아갈 수 있도록 돕기 위해 만든 것이 이 장학금이다. 이는 성장 잠재력을 가진 인재를 조기에 발굴하여 지속적으로 지원하고, 사회의 핵심 인재로 성장시키려는 ‘미래 인재 투자’이다.

2025년부터 복권기금 꿈사다리 장학금 선발인원을 기존 2000명에서 3000명으로 확대해 초등 5학년부터 신청을 받는다. 최근 교육부와 한국장학재단은 매월 15~45만 원의 학업장려금과 진로·진학 상담, 마음건강 진단 등을 지원하는 ‘2025학년도 복권기금 꿈사다리 신규 장학생’을 선발한다고 밝혔다.

2019년부터 시작해 현재까지 모두 1만 3000명 학생을 지원해 왔는데, 2024년부터 꿈 장학금과 다문화 장학금 등 2가지로 선발해 운영하고 있다. 특히 지난해는 중학생부터 대학생까지 2000명을 지원했으나, 올해는 잠재력 있는 학생을 조기에 발굴해 지원할 계획이다. 이를 위해 초등학교 5학년부터 장학생을 선발하는 바, 그 규모를 꿈 장학금 2700명과 다문화 장학금 300명 등 3000명으로 확대했다.

이와 별도로 SOS장학금 1000명은 중증질병, 실직, 화재 등 긴급구난 사유 해당자로서 학교장 추천을 받을 때 받을 수 있다. SOS장학금은 긴급 위기상황만 충족되면 저소득층이 아닌 사람도 신청할 수 있다. SOS장학금은 월 30만 원 최대 10개월까지 지원한다. 따라서 2025년 전체 꿈사다리 장학금을 받을 수 있는 학생은 4000명이다.

 

<꿈사다리 장학금은 지속적으로 받을 수 있다>

복권기금 꿈사다리 장학금은 초등학생 때부터 신청할 수 있고, 한번 받으면 대학생까지 쭉 받을 수 있다는 장점이 있다. 1년에 한 번 신청할 수 있고, 한 번 수급자로 결정되면 특별한 사정이 없는 한 대학 졸업시까지 받을 수 있다는 점에서 ‘국가장학 루트’에 탑승할 수 있는 기회이다.

꿈사다리 장학금의 최대 장점은 저소득층 가정의 초·중·고등 학생을 조기 발굴하여 대학까지 꾸준히 성장할 수 있도록 돕는 국가장학 프로그램이라는 점이다. 이 장학금은 기초생활보장수급자, 한부모가족지원대상자, 차상위계층 등 저소득층 가정 중에서 학교 추천을 받은 학생이고, 성장 가능성과 학습 의지가 확인된 경우이다. 단순히 경제적으로 어려운 경우를 넘어서 학생이 과학, 예술, 체육 등 특정 분야에서 뛰어난 재능을 보일 때 학교 추천을 받을 가능성이 높아진다. 이 장학금은 성적뿐만 아니라 다양한 잠재력을 가진 학생들에게 기회가 열려 있다는 점이 특징이다.

장학금의 액수는 교급마다 다른데, 초등학생은 월 15만 원, 중학생은 25만 원, 고등학생은 35만 원, 대학생은 45만 원이다. 학업장려금은 현금이 아닌 카드 적립금(포인트)으로 지급되며, 학생들은 학업과 진로 탐색 등 각자의 계획에 맞게 이를 활용할 수 있다.

 

<사회성과 자기계발 역량을 키울 수 있다>

장학생은 월 최대 45만 원까지 현금성 장학금과 함께 성장을 위해 다양한 멘토링과 프로그램도 지원받을 수 있다. 이를 통해 학생들은 학업은 물론, 사회성과 자기계발 역량까지 함께 키울 수 있다.

대표적인 프로그램으로 북꿈 성장멘토링은 교사 1:1멘토링(학기별 2회 이상), 북꿈 나눔멘토링은 대학생 선배 장학생과의 멘토링+캠퍼스 탐방, 진로역량 개발 컨설팅은 진로·진학·창업 등 맞춤형 전문가 컨설팅, 심리상담 프로그램은 상시 상담과 마음건강 지원 서비스를 받는 것이다. 이러한 프로그램에 참여하여 삶의 지혜를 배우고 나눔과 성장의 기회를 가질 수 있다.

 

<신청서 등을 온라인으로 접수하고 학교에 제출한다>

꿈사다리 장학금에 관심이 있고 지원 자격을 갖춘 학생·학부모는 신청기간 내 한국장학재단 누리집의 정보나 소속 학교의 안내사항을 참고해 생활기록부·학업계획서 등 장학금 신청 서류 등을 온라인으로 제출하면 된다.

신청기간은 2025년 4월 7일부터 4월 30일 18시까지이다. 신청자는 학교 추천 후 한국장학재단 학자금지원시스템에 온라인으로 접수해야 하기에 사전에 담임 교사와 상의하고 각종 서류를 준비해야 한다. 제출서류는 신청인·보호자 개인정보 동의서, 나의 꿈 도전 계획서(초등학생은 추천서 포함), SOS의 경우 긴급사유 기술 포함 신청서를 제출해야 한다.

학생이 제출한 서류는 학업 의지, 성장 가능성, 잠재력 등을 종합적으로 평가하는 중요한 자료가 된다. 특히 자기소개서에는 스펙 나열이 아니라, 학생의 꿈과 열정, 장학금이 왜 필요한지가 진솔하게 담겨야 한다. 장학생은 서류 등으로 심사하여 결정되기에 자기소개서 등에 이야기가 담길 때 더 공감받을 수 있다. 경제적으로 어려워서 물질적인 도움이 필요하다는 상투적인 글보다는 자신의 꿈을 구체적으로 쓰고 꿈을 실현하기 위해 장학금이 얼마나 간절한지를 호소하는 방식이 더 설득력이 있다. 서류심사 통과 후에는 심층 면접이 진행될 수 있는데, 면접에서는 제출한 서류 내용을 바탕으로 학생의 인성, 가치관, 발전 가능성 등을 직접 확인하게 된다. 예상 질문을 준비하고, 자신의 생각을 명확하게 전달하는 연습이 필요하다.

모든 서류를 학교 멘터 교사에게 제출후 시스템 등록을 진행한다. 제출한 서류를 한국장학재단에서 서류심사·심층평가 및 장학생 선발·관리위원회 심의를 거쳐 오는 6월에 최종 선발한다.

 

<원하는 학생은 일단 신청하고 기다린다>

꿈사다리 장학금은 신청자가 많기에 성적 기준, 출결 기준, 봉사 기준 등을 종합적으로 고려하여 선발한다. 성적 기준은 중 2학년 이상은 C등급 이상(초등 5학년부터 중 1학년까지는 성적 무관), 출결 기준은 중 2학년 이상은 미인정결석 10일 미만(초등은 5일 미만), 봉사 기준은 중 2학년 이상은 연 10시간 이상(초등은 미적용)이다. 선발대상은 초·중·고등학교에 재학 중인 저소득층 학생이다. 지원규모는 3000명인데, 그중 초등학생 1000명, 중·고등학생 2000명이다. 이와 별도로 SOS장학금 1000명이 있다.

꿈사다리 장학금은 교내 장학금, 근로장학금 등 다른 장학금을 받고 있어도 신청할 수 있다. 일반적으로 타 장학금과 중복 수혜가 가능하지만, 장학금의 성격이 유사한 경우(예, 생계비 지원 성격의 장학금)에는 제한이 있을 수 있다. 이에 대한 판단은 한국장학재단이 하기에 신청자가 걱정할 필요는 없다.

꿈사다리 장학금은 성적이 아주 우수한 학생만 지원할 수 있는 것은 아니다. 장학생을 선발할 때 학생의 성적은 좋은 평가를 받지만, 학생 성적이 다소 부족하더라도 명확한 목표를 갖고 발전 가능성을 보이면 장학생으로 선발될 수도 있다. 신청자는 자신의 잠재력과 가능성을 표현하는 것도 중요하다. 선발된 장학생은 일시적인 성적 하락이나 환경 변화만으로 탈락되지는 않지만, 학업 지속 의지가 상실되면 탈락될 수도 있다. 따라서 장학생으로 선발되면 열심히 노력하여 원하는 꿈을 꼭 이루기 바란다.

This year, the government expanded the number of people selected for the Lottery Fund Dream Ladder Scholarship to 3,000 and changed it to allow applications from the fifth grade of elementary school.

The Dream Ladder Scholarship is a national scholarship project that uses the lottery fund to select low-income students with potential and link them to universities. Despite having excellent potential, many students are unable to fully demonstrate their talents due to difficult family circumstances. As a result, the scholarship was created to help students from socially and economically vulnerable groups move toward their dreams from a fair start. This is a "future talent investment" that seeks to discover talents with growth potential early, support them continuously, and grow them into key talents in society.

Starting in 2025, the number of people selected for the lottery fund Dream Ladder Scholarship will be expanded from 2,000 to 3,000, and applications will be received from the fifth grade of elementary school. Recently, the Ministry of Education and the Korea Scholarship Foundation announced that they will select the "2025 Lottery Fund Dream Ladder New Scholars" who will support academic incentives of 150,000 won to 450,000 won per month, career and school counseling, and mental health diagnosis.

Since 2019, it has applied 13,000 students, and since 2024, it has selected and operated two types: dream scholarship and multicultural scholarship. SOS scholarships can be applied by non-low-income people as long as an emergency situation is met. SOS scholarships are 300,000 won per month for up to 10 months. Therefore, 4,000 students are eligible for the Dream Ladder Scholarship in 2025.

Scholars can receive cash scholarships of up to 450,000 won per month and various mentoring and programs for growth. Through this, students can develop not only their studies, but also their social skills and self-development skills.

Representative programs include 1:1 mentoring for teachers (more than twice per semester), sharing mentoring for book dreams with senior college scholarship students, consulting for career competency development, consulting for professionals such as career, entrance, and start-up, and counseling for psychological counseling programs. Participating in these programs can help you learn the wisdom of life and have opportunities for sharing and growth.

 

<Submit applications online and submit them to school>

Students and parents who are interested in the Dream Ladder Scholarship and are eligible to apply can submit scholarship application documents such as life records and academic plans online by referring to the information on the website of the Korea Scholarship Foundation or information from their schools within the application period.

The application period is from April 7, 2025 to 18:00 on April 30, 2025. Applicants must consult with their homeroom teacher in advance and prepare various documents because they must submit online applications to the Korea Scholarship Foundation's student support system after school recommendations. The documents submitted by students become important data to comprehensively evaluate their academic will, growth potential, and potential. For the grades, the criteria for attendance are C grade or higher for the second year of middle school (grade irrelevant for grades from the fifth grade of elementary school to the first grade of middle school), the criteria for attendance are less than 10 days of unrecognized absence for the second year of middle school (less than 5 days for elementary school), and the criteria for service are more than 10 hours a year for the second year or higher of middle school (not applied for elementary school). The selection target is low-income students enrolled in elementary, middle, and high schools. Dream Ladder Scholarships can be applied even if you are receiving other scholarships such as on-campus scholarships and labor scholarships. Dream Ladder Scholarships are not only available for students with very good grades.
